Overview
The Town Clerk is an elected official serving a one-year term, responsible for maintaining the Town’s official public records, licensing functions, elections administration, and the recording of property and vital statistics.
The Clerk manages land records, maps, minutes, permits, vital records, voter registration, tax payments, dog licensing, and various state-required filings. The Clerk also issues certified copies, processes marriage licenses, assists with genealogy research, and maintains custody of the Town Seal.
Townshend’s Town Clerk adheres to all obligations defined by Vermont State Statutes and the Vermont League of Cities & Towns Clerk’s Handbook

Marriage License
Obtain a marriage license (one applicant must be a Townshend resident unless both reside out of state)

Dog Licensing
Register your dog annually by April 1. Rabies certificate required.

Hours of Operation
- Tuesday & Thursday: 2:00 PM – 6:00 PM
- Saturday: 9:00 AM – 5:00 PM
Permit Required
A permit is required for all use, including recycling.
- Free mirror hanging tag permits are available from the Town Clerk
- Permit must be clearly visible
- Townshend residents only
- No commercial use, including recycling
Trash Disposal
- ONLY Townshend-specific trash bags are accepted
- Bags cost $4.00 each
- Available at the Town Clerk’s Office, Riverbend Market, and Harmonyville Store
- Trash not in approved bags cannot be accepted
Recycling
- Recycling is available during compactor hours only
- Recyclables may not be placed in household trash (State law)
- Accepted items include clean paper, cardboard, plastic, metal cans, and glass
- Items may be inspected to ensure compliance and control Town costs
Compostable Items
Bags for compostable items are available, free of charge, from the compactor attendant.

Green Mountain Passport Application
GREEN MOUNTAIN passports are available in the clerk's office for those who are a full-time resident of Vermont and 62 years of age or more or a veteran of the uniform services. Townshend residence must complete the application and presented to the clerk's office.
Property Taxes
These functions may be performed at the Town Clerk's Office:
- Pay your property tax bill
- Request a copy of your property tax bill (if done in person or via a registered agent)
- View or obtain the Grand List (fee may apply)
Online Fillable Forms
These forms must be printed and signed by hand. Contact the Town Clerk with any questions.
Absentee Ballot Request Form (pdf)
This form must be submitted every year. For local elections, the only Australian Ballot is the WRED (School District) vote. Town elections are conducted from the floor at Town Meeting. The form may be signed, scanned, and returned by email if desired.
Driveway Access Permit (pdf)
$15 fee
Certified Copy of Birth or Death Certificate (pdf)
$10 per copy
Due to required proof of identity, this form must be returned in person or by mail. Do not email identity documents.
Application for a Vermont License of Civil Marriage (pdf)
$80 fee + $10 certified copy fee (optional)
This form may be filled out in advance but must be returned in person. Valid ID is required if parties are not known to the Town Clerk. At least one party must sign the license in front of the Clerk.

Record Hub
You may now search Townshend land records dating back 40 years through a 3rd party, on-line provider, Record Hub. “Complimentary” is no charge and has limited access. You will have to register with them to use the site. Remember, this is a third-party provider to which this site has no connection nor is this site responsible for any information they publish.
Mango
Townshend property maps/value/ownership information is also available, on-line, through a 3rd party provider, Mango. Once you are on the page, you will need to enlarge the map which will reveal the property numbers. Click on the property number and a pop up box with basic property information will appear on the left of the page. Some properties are visibly labeled with the owner's name but all property information is accessible by clicking on the property number. Although Mango is used by the Listers to keep an updated list of properties in Townshend, it is a third party provider to which this site has no connection nor is this site responsible for any information they publish.
